Tier 1 is always unlocked.
Tier 2 is unlocked when an agent has at least 3 active sponsored agents in Tier 1.
Tier 3 is unlocked when an agent has at least 5 active sponsored agents in Tier 1.
Tier 4 is unlocked when an agent has at least 7 active sponsored agents in Tier 1.
Tier 5 is unlocked when an agent has at least 9 active sponsored agents in Tier 1.
Tier 6 is unlocked when an agent has at least 14 active sponsored agents in Tier 1.
Tier 7 is unlocked when an agent has at least 15 active sponsored agents in Tier 1.
