Tiers 1, 2, and 3 are always unlocked.
Tier 4 is unlocked when an agent has at least 5 active sponsored agents in Tier 1.
Tier 5 is unlocked when an agent has at least 10 active sponsored agents in Tier 1.
Tier 6 is unlocked when an agent has at least 15 active sponsored agents in Tier 1.
Tier 7 is unlocked when an agent has at least 30 active sponsored agents in Tier 1.
